Description
Steps to Reproduce:
- Create admin users under three agencies:
- Agency 1 : Same username and same email address.
- Agency 2 : Same username and same email address.
- Agency 3 : Same username but different email address.
- Manually update the password for all three admin users.
- Attempt to log in to mobile app using the updated password.
- Login succeeds for agencies where the username and email are the same.
- Login fails with an "Invalid password" error for the agency where the username is the same but the email is different.
