Blank Both O or M = 1. Must be matched with Global O or M airline.
2. If global O or M airline is blank also then the rule must pass.

If M airline is black: 1. M airline Must be matched with Global M airline.
2. If global M airline is also blank then the rule must pass.

If O airline is black: 1. O airline Must be matched with Global O airline.
2. If global O airline is also blank then the rule must pass.
